aircraft cleaning

When a plane arrives at one gate to disembark passengers and then gets towed to another for departure when and where does the plane get cleaned?

All depends my friend.
Short haul, you'll usually get a quick groom, ie grabbing garbage and crossing seatbelts. At night they'll usually vacuum the carpet and disinfect the table trays.

A long international flight will usually get a better clean. For a few reasons. The pax have been on there for hours, and the aircraft usually has a longer ground time than the typical 30 min narrowbody turns.

Where I work, the based aircraft receives a external cabin tidy on turnaround at home base and cabin crew tidy at outstations. The external cabin tidy involves emptying the seat pockets of any rubbish, replenishing any sick bags, menu inserts, magazines etc (safety card should be at the front), crossing seat belts, wiping the galley area, emptying and replenishing the galley and toilet bins, wiping the sink area and vacuuming the centre aisle and spot vacuuming any rows where copious packets of Pringles have been consumed. The cabin crew are supposed to do the same tidy as we do when they are at an outstation, but I doubt they do as they don't have a vacuum or cloths or anything :D We are allowed 12 minutes to complete an external cabin tidy for a 30 minute turnaround (E95 Y118 config). Rarely achievable if full PAX load out and back.
The night stop clean is essentially the same as the tidy but extra we wipe all tray tables, arm rests, cabin walls and overhead bins, vacuum entire cabin surface, clean the oven and all galley surfaces and also perform toilet services. Takes about 30 minutes.
