Question : Charter Flight rules EU/USA/UAE

Hi everyone,

I was wondering what rules applies for the following charter case :

- Charter is requested and paid by a EU Tour Operator

- Route is : Madrid / Miami / Madrid daily Flight for 3 months

- Aircraft is registered in the UAE

- There's an opensky agreement between EU and USA

- There's AFAIK an opensky agreement between UAE and USA

Can this MAD MIA MAD charter daily flights be operated by an aircraft registered in the UAE or does the aircraft have to be registered in the EU or the US?

What rules applies? (Country where is registered the aircraft? Country where is registered the Tour Operator?)

The most important information is missing:

Where is the operator registred, whos flight number will be used?
Is it an European airline with a lease arrangemend for the UAE registred plane or is it an UAE airline as operating and commercial airline?

Reminds me of the big BA strike some years ago when many of the flights were performed by qatari planes with a BA flight number.

It's charters flights requested by an EU Spanish registered Tour Operator. It's UAE Airline as operating and commercial airline yes. Would this be possible?

They are closed charters so essentially they are “non-scheduled” flights like a corporate jets.

It will operate under the rules of the certificate of registration and air operators certifhcate.
