Relief pilots on European companies

On a Norwegian 787 from Gattwick to Tampa (roughly 9 hours) ... is there a requirement for 3 pilots as opposed to only two. I know the US stats for flights from 8-12hrs wild require an extra hand in the cockpit. I could read where this difinativly stated within the European regulations.
