How can Balanced Field Lenght be defined:

Is it; the accelerate stop distance is equal to the all engine take-off distance
or the accelerate stop distance is equal to the take-off distance available.

It is defined as when accelerate-stop distance equals the distance it takes for the aircraft to climb to 35ft with an engine failure at V1.

On a BFL, the plane either stops or continues the take-off reaching 35’ above the surface in the same distance. That distance is Balanced Field Length. The operator has established a V1 that results in either outcome at the BFL.
