Why are the largest charter airlines in the US headquartered in Miami?

I’ve noticed an interesting pattern with this. Omni Air is based in Tulsa, but IAero (Swift) and to a lesser extent Xtra and Songbird are headquartered in Miami. Why is this? Is this for a leisure/ACMI strategy?

Well; iAero/Swift Certificate is held in Phoenix, the Operations Center is in Greensboro and a major hub is out of Miami.

Cruise ship operators are the main user of charter airlines. Miami has lots of cruise ships.

1) Cruise ships like RJMAZ said
2) No state level personal income tax for the HQ employees and crews based there
3) Pretty good corporate tax rate for the biz.
