Considering most vaccines need to be transported in Negative temperature containers & utilise Dry Ice as the refrigation medium.
There would be a limitation to the quantity of Dry Ice carriage on board & still more incase of a Single pack operation.
In a Freighter the tolerance would be more as humans would be less, however on a commercial full pax load Aircraft, what would the restrictions on carriage of dry ice be for normal & MEL despatch with one AC Pack INOP.

Just as an example, on the A330, the limitation is a total of 400kg in the holds.

There's nothing in the MEL about an inop pack changing that number.

It has been added.....by some operators in their Company manuals to ensure a restriction on the quantity of dry ice carried on board depending on the number of occupants in the Flight deck & the duration of the flight for both Twin & single pack ops.
