I've noticed when flying on older 757s and other 20+ year old aircraft, some of the passenger windows seem quite scratched up on the outer pane. I'm curious how this happens?
I know it can't be from passenger traffic because the scratches are almost never on the inner plastic window pane we all can touch from the passenger cabin.

Crazing is common.
Environmental conditions can also cause mechanical damage. Age/UV damage. Cleaning crews.

Sand and dirt hitting it at high speed. Paint also starts stripping from rivet heads and panel edges due to that.

Minimum wage contract cleaners that don't know or care to follow proper procedures.

As fre8mech says, if on the outside its most probably crazing. Generally acceptable to a point then the glazing panel has to be changed. Check the depth of the defects with optical micrometer.

In 2019 I flew on the last 737-300 off the line and the windows in the first few rows all seemed to have the 1998 date stamped on them from when the plane was built. They had a few scratches but didnt seem too bad considering.

Outside too. That's what happens when the cleaners drop the rag on the tarmac, pick it up, and use it on windows anyway.
