Boeing 757 Under wing Impact resistant panels

Any Reason why the Impact resistant panels under the Wing on a B757-200/300 are ONLY on the Inboard side.

Wouldn't Tire Debris move aft considering momentum & relative wind.
I would think Turbine distress but only Inboard side having the panels creates a doubt.

The original service bulletin, SB757-28-0019 states:

“...resistance to penetration from engine debris or objects thrown from the aircraft tires.”

Later on in the SB the additional “...caused by impact of...separated aircraft structure...”
