Why would an AN-124 go from Kansai to Kobe airport?

I saw this interesting scheduled route of an AN-124 today going from Kansai (KIX) to Kobe (UKB) airport: https://www.flightradar24.com/data/flights/vi4966

What could be the reason for such a flight?

These airports are only 20km away from each other located on the same bay, both also have ship piers and direct connection to large, well equipped ports. Could it be cheaper to have the aircraft change airports to pick up cargo instead of just moving said cargo by ship or road (less than 20km by sea) to the airport where the aircraft is already going to? Kobe airport also has a relatively small runway for heavy large aircraft, 1000m less than KIX, but that doesn't seem to be much of an issue for the AN-124...

Couldn’t it just be repositioning? Say it was supposed to pick up cargo at one location, but plans changed for one reason or the other, and it was easier to pick it up at the other airport?

Sounds like repositioning as M564038 says.

Outsize cargo can be a real pain in the arse to move on the surface with regards to permits alone.

Thank you very much for the answers. For no special reason I assumed this kind of aircraft would always take days to load and get ready to leave, so after seeing it departing to Khabarovsk in "only" 4 hours I thought it couldn't have had any cargo moved in Kobe. Maybe it could be carrying something for the Airbus Helicopters center within Kobe airport.

Can’t say for the 124, but there weren’t but very few loads in the C-5 that couldn’t be done in 4 hours, if the shipper was ready. Even breaking down helicopters or the Mark V boat.

lots of short AN 124 reposition flights..last week DFW to Dallas Alliance and multiple times between NASA landing strip and Orlando.. Also saw San Bernardino and Victorville not too long ago.
