Apparently the pilot shortage has reached the point where there are companies that are promising hiring foreign nationals to have Green Cards to operate as US pilots.
I don’t understand it seems there is still a lot of vacancies to resort to this method:

Not just the less desirable regionals. They pretty much all are. There are quite a few Australians working for SkyWest.

This is a separate arrangement, there is a reciprocal arrangement between the US and Australia where pilots from each country and work in each others market. This has been in place for some time, a few people I used to work with took this option.

This is a change to the law. Previously, pilots would either need to fall into the special category created for Australian pilots only or would need to show beyond exceptional skill (think test pilot or something like that) where no American could do the job. Now, any pilot with the requisite experience and pay grade in their country can apply for and receive a green card without having a job first, which is a huge change.
And no, Atlas are not the only ones who will benefit from this. The regionals have been getting crushed by flow to the mainline legacies and LCCs and that will only continue. The mainline carriers are also going to feel this, as the training pipeline just can't keep up with the retirements and expansion.
The big losers on this are going to be the ME3 and Cathay, especially if they keep on abjectly abusing pilots. There is also a thought that there will be an influx of Indian pilots to the US.
That is under a specific visa category reserved for Australians.

Do these applications get fast-tracked? I can tell you USCIS is severely backed up - many work permit renewals are running a year or more behind schedule.

This posting reads more as a snake oil salesman trying to take money from uninformed foreign pilots. There is no shortage of firms who will happily take your money to help you apply for the right to work in the US, and most will promise the world and then underdeliver.
The EB-2 NIW (National Interest Waiver) visa in this advertisement grants a foreign national the right to work in the US without needing a sponsoring employer. In order to qualify the applicant has to demonstrate both "exceptional ability" and that "The proposed endeavor has both substantial merit and national importance."
