Question about Delta Worldport

Were domestic flights ever allowed to arrive at the gates in Terminal 3 South or was this structure for international arrivals only?

I’ve arrived at JFK terminal 3 gates from ATL, but only on a widebody (L15, A310). This was around 1996-97 timeframe, we walked up the ramp to the terminal instead of riding the escalator down to immigration.
