In this case you need to claim the bag in CGK because that's the Indonesian entry point... CGK-PLM is a domestic sector.

Eh, take a look at what happened at DEN. YYZ is notorious for poor baggage handling, and that is all GTAA controlled. SAN has constant baggage delivery issues, and is 100% common use.
