Why no centerline lights at KFLL?

Normally I fly in and out of KFLL during the day but I had a 5:00 AM departure the other day. As we were turning onto runway 28R, I noticed that there were no runway centerline lights. This struck me as odd since KFLL is a busy, major international airport. Normally, I only see runways without centerline lights at small, regional airports.

I was curious why KFLL isn't equipped with them.

SNA doesn't have centerline lights either.

Only one runway even has CAT I minimums, most are 4000 RVR. No need for them based on weather records and CL is expensive.

Las Vegas doesn't have runway centerline lights either-

Recently an airliner tried to line up on what they thought were runway centerline lights - they ended up running over and knocking out the frangible \runway lights on the edge of the runway.

Both 10L/28R and 10R/28L have CAT I approaches, but only one goes to a HAT of 200 and 2400 RVR.

Sorry, just assuming the standard 200’ HAT, but the plane is penetrated by obstacles.

The 250/4000 one seems to have a penetration out in the water, of all things. It is close in enough to affect both the approach to 28 and the missed from 10.
