There's no subsides to any airline, in any route, here in Brazil.
However, every federative unity (state) of the country has a tax called ICMS (Tax about circulation of services and goods beteween one state to another) that is imposed also on fuel.
Some states may reduce the JetA1 ICMS tax for fuelling at that state, If the airline flyes to a number of cities of that state.
GOL developed a partnership with TWOFlex, an Air Taxi operator with Cessna Grand Caravan, that operated for them some regional city pairs, generating some ICMS reduction.
Azul bought TWOFlex, ended the partnership with Gol and changed the name of the company to Azul Conecta.
Aside the ICMS question, several "small cities" on Azul routemap are not that small, and the ATR72 is the best tool to offer connecting service beteween the main hubs and those small still regional leading centers.
