Since the E1 and E2 and the are made on the same assembly line yes they can be built, The question would be why buy a new one. The used market for the 190/5 is pretty open right now with Jetblue and Azul beginning to retire their fleets for the A220, and E290/5 respectively. These aren't being retired due to age/cycles, simply the operational need for something else. With the E2 jets not selling as fast as Embraer would like I would bet they would gladly price an E290 at about the same as a 190 so why buy the 190.
The new winglets were part of an aerodynamic efficiency package for the 175 that included: tighter elevator root seals, LED lights external lights, main wheel hubcap fairings, and of course winglets. The main reason for this was the the 175 was planned to be used for shorter stage lengths where it as unlikely they'd get to cruise and therefore efficiency was not as high a priority. As it turned out they were able to get roughly 5% more efficiency with the change of winglets and other items.
The reason the 190 didn't get the winglets was the lack of demand for it. The 190 has better aerodynamic design around the flaps and elevators already, so the fuel efficiency gains boil down to new winglets. The wings on a 190 are a different design than the 175 so it would not be a plug and play with the winglets. Thus no demand=no new winglets.
