For ATR ops and in general is the CONT fuel normally 3% of trip fuel??

By CONT fuel, i'm guessing you mean "Contingency Fuel" which i belive is 30 minutes holding fuel at 3000ft.

It is a % of the trip fuel but not sure which! 3% or 5%...

Can't speak to ATR operations specifically but for heavier aircraft ops CON fuel is an additional amount equal to 5% of the planned burn off fuel.

on the SIA 747 it used to be 5% with a minimum of 1000kg and a maximum of 5000kg.
recently it is 3%

Three percent of contingency fuel based on enroute fuel burn alone could amount to a very small amount of fuel to play with; almost too small to do anything with, really. Carriers in the US generally base contingency fuel based on minutes of extra fuel burn, which gives greater control over the needs of the mission, as opposed to a percentage that may not help at all.
