What Does This Part Do?

check this photo of a C-130. Notice the "bump" on the side rear. What is it?

Me thinks it's some type of electronic counter measures or a radar.

The PAPA model is a "combat shadow" it's an Air force Special Ops. bird. As their birds are different from the ones i work on, I would have to agree with FLY2HMO, It is something to do with the counter measures. Here is an AF fact sheet on the model.
