NRP Boundary Question

Just wondering how strictly enforced the "first waypoint" within the first 200NMiles of an ARTCC boundary is enforced from the AIM and the rules of NRP?

For example, I was messing around with a route I found tonight and there was one portion of the route where the first fix fell 214NM into ZMP (Minnie Center). Said airline always files NRP and that is what got me questioning this. Is said flight still an NRP flight or not?

it's not very strict, ATC usually is simply ok w/ 1 fix w/in its ARTCC boundary. It has more to do with center notification/handoffs, but 1000nm long directs across multiple centers seems to be ok, so it seems like this rule has lost purpose.
