What Is This "piece Of Tooling"?

I was poking around and found this:

What is that piece of tooling? What's it for? It looks like the scaffolding for a small office building.

It's bigger than just the 41 section (cockpit) so is probably related to two the 41-43 join and sytems installation (one wouldn't need that third deck unless you were working on the crown...
