How Come High Wing Aircraft Never Have Winglets?

I hope this question is tech/ops related...
The C-17 is the only aircraft I can think of that has high wings and winglets. The C-5, BAE-146, Dash 8s, Dornier 328, and even the new KC-390 are all examples of high wing aircraft that do not have winglets. So why is it that winglets are not on these kinds of planes? And why is the C-17 an exception?

The BAE-146, DH8*, and 328 operate such short sectors and/or are already extremely fuel efficient that it would be counter-productive to install any kind of wingtip device.

The DO-328 Turboprop and Jet have raked wingtips just like the 767-400 and 777-300, which serve the same purpose as winglets.

C-17 is just newer, even the older C-5M is being studied,

Although most are not not purely high wing (more high-mid wing), a number of sailplanes have, or have been retrofitted with, winglets.

Even the Touring Motor Glider I fly has got some winglets, even though it isn't a high wing.

I'm pretty sure that it does more harm than good.

You can stick winglets on anything, but the weight/cost penalty might far outweigh possible gains on short sectors.

Thanks for all the replies. It certainly is interesting to high wing aircraft with winglets. The Cessna Caravan does look quite strange with winglets

I know that there is a mod out there but I'm getting that the mod isn't all that popular with the Alaskan fliers. I can think of 7 different operators (on/off floats) with caravans up here and none have winglets as of yet.
