What Does Shortened Mean?

I have been listening to a few youtube JFK ground conversations, and they often say runway 13right shortened. What does the shortened mean?

It means that runway temporarily has a shorter useful length for arriving and departing aircraft than it normally does. We see this most often as a result of construction that closes a portion of the runway.

I'm not sure why 13R at JFK is currently shortened, but it is commonly used when one end is under construction, I know this was the case over the summer at JFK last year.

Shortened runways are NOTAMed, so pilots should know about any such things, but ATC will tell you because it's a bad day for everyone if it has been missed.

The word "shortened" as used by USA ATC is to inform the crew the runway has been "shortened" from its full length and the details (exactly how much runway is available) are in a published NOTAM. This greatly simplifies radio traffic making radio communications significantly easier. JFK ATC was using the term for a few months PRIOR to it becoming a published part of the "official" ATC vocabulary. Now that the term has been published, it should not be a surprise to pilots (anymore).
