The word "shortened" as used by USA ATC is to inform the crew the runway has been "shortened" from its full length and the details (exactly how much runway is available) are in a published NOTAM. This greatly simplifies radio traffic making radio communications significantly easier.
JFK ATC was using the term for a few months PRIOR to it becoming a published part of the "official" ATC vocabulary. Now that the term has been published, it should not be a surprise to pilots (anymore).
