Hello there,
Sorry I can't help with the panel, but I am sure you realise that the cap badge sitting with it belongs to the Royal Flying Corps
from WW1. If the panel and the badge are related to one another, it suggests that the panel is also of pre 1919 vintage.
Would an item that old look in such good condition though?

I don't know what the panel is from, but I can guarantee you it is not of WW1 vintage.

My guess is British, perhaps Viscount as they were fond of those hideous block switches. Judging by some of the details (2 generators, 2 engines under 'engine start', etc.) it's a twin-engine. It's also young enough to have pressurization (extreme right), so definitely not 1919 :) . It looks like a pilot's overhead panel, but I'm afraid I don't know enough about British aircraft to positively ID it.
