HKT beach spotting

It was reported last year that the beach area under the HKT final approach path had been fenced off and even security patrolled.
However, recent photos here on A-net suggest otherwise.
Did the fencing never happen or was it and it's been removed again ?

It never happened, just going up to the elevated area next to the fence is forbidden to avoid people getting hurt by jetblast from larger jets.
