I guess no, but maybe at 10ft RA or below it can.

Can't remember which accident, but if I'm correct there is an fatal accident, because the reversers started to deploy mid-air.

I think you a referring to the Lauda Air B767 that crashed into a jungle in Thailand because of one reverser deploying in flight.

On most modern aircraft - the answer is NO. There are "squat switches" on the main landing gear. Once the weight of the aircraft is on the gear, the switches are closed and that allows the reversers to open. USUALLY you cannot deploy the buckets until the aircraft has touched down. Reversers deploying in flight is catastrophic. If I'm not mistaken we had a Lear crash in the Detroit area a few years ago due to reverser deployment on final.

As we've shown in the TU-154 pics, this is not the case on those aircraft. The bogies are still tilted, and not touching the ground, yet the reversers are open. I would assume that Tupolev put some kind of restrictive configuration on that aircraft (I'd sure hope so). Perhaps you can deploy reversers if the configuration is correct (Gear are down, flaps are set for landing, etc... maybe it is even tied into the radar altimeters).
