I'm travelling through Newark in about a month's time, going from Sarasota to Gatwick, so I have about four hours at EWR. Now, the vibes I get are that "Liberty" is a particularly inappropriate name as far as photography is concerned, so:
(a) is it an absolute no-no?
(b) are there places I can go in the CO terminal, where I can safely take photos, albeit discreetly?
(c) are security people particularly hostile to photography?
(d) would it be worth my while contacting the Port Authority's (or Newark's) PR department, to see if they can grant me some kind of pass/permission to take photos for a few hours?

As they say in that part of the world "forget about it!". It seems fraught with problems. No doubt someone will advise of somewhere to go but it won't be easy.

If you look in the database, there are quite a few shots from locations around EWR. One place that it decent is the long-term parking lot near the threshold to the 22s. Security risk, but you might get a good 20 minutes in. There's also the parking lot at the IKEA across the street if they're using the 4s, but again, risk of security. As for within the airport or terminals, there's really nowhere to take shots unless you get lucky and you're alone in a car of the airtrain with no guards around. What I would do, and what I've done before, is to look up shots of EWR, send the photographer a message, and ask where he took the shot from, how risky it was, and whether he would recommend the shot.

I took shots at EWR twice in 2006. In Terminal B through the windows, I felt uneasy and didn't stay long. If a cop sees you, you're dead. I felt a lot safer in Terminal C (CO). The best place is at gate 86 & 87, I think. They are on the 1st floor,so the the jetways don't obstruct the view on the 2nd floor. I would also recommen the Airtrain.

What would happen if a photographer took pictures from inside the airport and then security approached? Is it really that much of a suspicious behavior?

I photographed from the terminals at EWR a few times in the past and nobody ever approached me. They seem to be much more ok with it inside than outside the airport where it's a no no.

This is indeed a decent place, but it comes at a cost. I recently spent a couple of hours in this lot and got a lot of shots, but found out when I exited that the $15 daily rate is the minimum rate. In other words, if you bring your car in expect to pay $15 as they don't prorate it for shorter periods. I justified it by allotting the $15 to a couple of hours of good entertainment. I got no hassles whatsoever on this trip, but I have been approached by Elizabeth police in the past at a spot on the south end of the airport and told to stop taking photos.

If you park at IKEA across the NJ Turnpike, there is a shuttle bus to the long-term lot, which, if not free, as it used to be, will cost like 2 dollars at MOST.

Been there last year. I was sent of from the top floor of the parking garage 4, next to C terminal. That was a rather cool spot overlooking the approach to one of the runways. Had that runway been in use some great side-on shots could have been had. As it is, when I left the runway started to be used.
The guy asked me to ask permission from EWR Operations. They forwarded me to EWR Media Relations and in turn they forwarded me to PAPD. After 8 phone calls I was told that "The PAPD does not grant licenses for photography. For as far as we care it is not allowed. I advice you to use your own ingenuity".
So I continued spotting inside terminal A and B as well as on the small balconies on either side of terminal A. There was no problem. I stood there for the best part of the day without problems. Only problem I had were heat haze, and an extremely bad pasta at the Italian restaurant*. I could find no good vantage point at terminal C.
Airside (terminal A) is OK. There are large windows that are pretty clean, but views are obstructed by lots of clutter. I was able to go spotting without being harrased. Even though I flew out the day the suspected London terrorists where arrested! Considering the additional safety precautions that day I do not think you have to worry that much about spoting next month.
* Don't go to the italian restaurant. The food is only marginally better going down then it is going up... trust me on that.

It happened to me in a lot of places like YUL-YYZ-CDG-LHR-FRA and the only thing they tell you is to stop taking pictures.
