And the rejected one was correctly rejected I'm afraid. It's blurry, grainy, unlevel (or someone has hit that light post), contrast etc. It seems it was a cloudy day in this pic and your camera is not up to the task.
If you have a DSLR you need to read the manual, and read in on the internet on issues like shutter times, exposures and ISO settings. Also, check images in this database to see what is accepted and not, and it's also a good idea to look through the Post Screening thread where we discuss rejections, and you can see some photos that appear to be great quality but for one reason or other was rejected.
