The wife and me are going to be in Vegas later this month. We land late night on the 20th and we have a day at Death Valley and then about half a day at Hoover Dam for the 21st and 22nd. The flight back is at 3:40 PM on the 25th. Here is my specific question:
1. Where and what times generally should I try and spot?
2. Any issues with cops?
I am a member of ORD Airport watch and I usually keep my ID on me when I travel (just in case).
3. Can I do without a car? We are going to have a car for the first two days since we are driving around. I am told I don’t really need a car in Vegas itself. We are going with another couple friend of ours and they want to return the car after the 22nd for this reason. They don’t really get the plane spotting thing.

The short days will limit your options, which will be either shooting landing shots near the corner of Eastern and Sunset:

Both of these spots shoud be good all day this time of year, but you will need a car. You can take a taxi to the parking garage, but it's only good in the AM hours:

You don't need a car in Vegas, but I wouldn't do without it. Considering how cheap car rental is in Vegas, I don't see why you wouldn't get it for the extra day...even if you have to rent it yourself.
When I was at LAS in 2006 and 2008 I had a good time spotting. They have a dedicated viewing area on the west side of the airport providing you with beautiful light for most of the day. Some of the shots above were taken from the parking garage with a relatively long lens.
Cops don't seem to be a problem at LAS.
PS: Hope you like Southwest Airlines...you'll see lots of them.

A car makes it extremely convenient. However keep in mind the viewing area on Sunset requires a ladder or something really tall for you to step on. In January I found a nice spot to take photos, it was a parking lot of some building. Exact parking spot was this:

Last time I was in LAS I spend the day up on the highest car park level at the terminal spotting and a cop on a bike came up and approached me. He just wanted to make sure I wasn't a suicide case and wasn't about to throw myself off the car park having lost all my money the night before, and was quite relieved when I told him what I was doing.
Apparently suicides are quite regular off that car park.
