Good rundown Dan.....since I own Canon DSLR gear, I think I would like to stick with Canon, but I'm open to suggestions since owning a non-Canon compact camera will have no detriment to my gear collection.

With your budget you are looking at entry level DSLR. Why not go for one of those? You can't really poke them through a fence, but if you get one with liveview and swiveldisplay (for instance Canon 700D with 18-55 kitlense) you can shoot over the fence looking up at your display. Unless the fences at your local airport are a lot taller then the usual chainlink fence. And even then a small 2-step lader usually suffices.
