Sometimes the cloudbase can be used to ascertain level, although this is tricky as cloud science is far from exact, and their bases aren't always indicative. Judging by that particular cloudbase, the shot would appear, at first glance, to look unlevel, however there are two clouds that could suggest the levelling is accurate. Angles can be deceptive - benefit of doubt therefore should have been given here, rather than the screener trying too hard to delve into the behaviour of clouds.
