The US is the only country that can project uninterrupted power globally. And they can do it with all three branches. It may not last this way for long, but no other country can match the US ability to be in multiple conflicts all the time. Having 11 super carriers and 9 assault carriers plus the strategic bombing and transport assets puts the US in a Tier of its own.

Every gun that is made, every warship launched, every rocket fired signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children...This is not a way of life at all, in any true sense. Under the cloud of threatening war, it is humanity hanging from a cross of iron.
I'll let you google that.

I too was unsure as to what requirements were necessary for a military to be classified as a Tier 1 force. Although I am sure there is literature somewhere that covers this
