Bergamo / Orio Al Serio airport had over 12 million passengers in 2017. The nearest railway station is in Beramo town (4.5 km away). There are buses with 50+ seats to Milan railway station on average every 10 minutes throughout the day
I know that Ryanair is extremely unlikely to pay anything towards it, but are there any plans to extend the railway line to the airport ? It seems that with the number of passengers, this is now perhaps worthy of consideration. Or are Ryanair just using this as a staging post, with the interion of moving all flights to Malpensa in a few years time, similiar to what happened with Barcelona/Girona ?

First of all, Ryanair still flies to Girona (and Reus for that matter). They didn't move to Barcelona, they extended into Barcelona whilst also keeping their presence at Girona. Same thing is happening in Milan. Ryanair is extending into Malpensa, but also keeping their presence at Bergamo.
Ryanair doesn't say this out loud, but they're against a railway line to Bergamo Airport. After all Ryanair is selling tickets for the bus service between the airport and Milan which is a money maker for Ryanair. If there would be a railway line, they wouldn't sell bus tickets anymore and thus lose their money maker.

Last I heard, the aim was to have a plan in place by the end of this year or 2020 for a rail connection from BGY to Bergamo, connecting to regional and national rail services. It’s on the cards, so to speak, but it will be a while before they build it.
As for FR moving all ops to Malpensa: highly unlikely. The sheer volume of flights would be a challenge, and more importantly, BGY covers a vast, high-yielding catchment area between Lombardy and Veneto for which MXP is simply too far away.

It would be not wise to move all ops to MXP. Even if larger airport, for most users BGY is better located.

BGY is FR's 3rd largest airport by seats this month - and it grew seats there by 19% v. Jan 18. It won't be going anywhere in FR's system. BGY is way more than just an alternative to MIL. As BGY itself says: "The catchment area is not limited only to Milan and Lombardy, but also includes the north-eastern part of Italy, meaning a significant portion of Veneto (Verona) to the East, and the Piacenza province in Emilia Romagna (south). This catchment includes the areas with the highest GDP in Italy."
