Yes, Populous (and associated group members) have numerous "World Class" projects in their portfolio.
Apparently, the Government will now handle the project on its own...I really hope that POPULOUS
would get to design this terminal. Furthermore, the areas in front of the terminals in the image bounded by the people mover carriageway and N. Aquino Av are long overdue for urban renewal. Their company's background in urban redevelopment makes them supremely qualified to do it. Truly feel sad that the Philippines gets embroiled in so much (political) back-and forth on projects that would genuinely benefit the general population of citizens, but ending-up being cash-cows for a handful of people only.
But we all know what usually happens when governments get involved -- the project is delayed, goes over budget and emerges inadequate in the end. This is just a small airport that needs modernization, so one would think that ~$2B
plus a small contingency should be enough. Any shortfall could be addressed by phasing in not so critical elements towards the tail end of the project.
