Countries That Don't Allow Aircraft Changes

hi folks,

question. are there any countries that doesn't allow airlines to change registrations? meaning, if airline A has 2 flights into say Mexico City and one flight is delayed and the airlins wants to change flight 1 aircraft with the on-time flight 2 aircraft, can they do that, assuming that both flights were originally scheduled to be in Mexico City at the same time? if so, where can I find documentation that says you can't or can at a given airport.

Flights can be operated by any aircraft the airline operates, provided obviously that the airport can handle it.
