Do28 Friendship Question

I once saw an mk-111 version of the Do28F landing on an airport and was very surprised to see its elevator rudders going from horizontally position (neutral) to vertically position during the landing as if they were used to slow down the plane...
What is the reason for that and is this common on other a/c?

No, they are not used for that, but at low approach speeds it is sometimes necessary to use large amounts of control deflections to adjust the aircrafts attitude.
On a second note, I think you are confusing a/c types and names. The Fokker F28 was called the "Fokker Friendship". Does the Do28 have a name?

Even more confusion:
The F28 is not a Friendship either, it is named Fellowship. For real Friendship you must have an F27.
And by the way, where do you see a Do28 these days? maybe there are a few Do28s still going strong in the German Air Force - Luftwaffe? If we are talking about airliners from Dornier, then it must be either Do228 or Do328 we are talking about.
