Upon deplaning back in Pyongyang, we noticed the brakes of the main gear were being cooled down with water. Naturally, this led to a mass gathering downstairs, as everyone wanted to take a photo of this event. We learned that this is actually standard procedure, which seemed legit as I remembered seeing water on the apron after our IL62 flight aswell.

Not a good idea as it may cause cracks in the brakes. Not sure about russian jets though.

This is true. Have seen ths being done in Delhi when there were Tu154s coming back in the 90s....

I wonder if this is 'tech manual Approved' or if this is simply a common practice. Rapid or shock cooling (as mentioned by the chap from Singapore) is not a good idea on any component of an aircraft.
