Apparently it was installation of this plane as a memorial, look at this photo: 0957776 (the latter is 2 months later)

I agree that it would be nice to know what is happening. One more question what s this red thing that it is hanging from the plane?

That was the try of installing the monument. But it failed, and the plain was installed using the crans.
