Yes, that's an aircraft. Anti-submarine ground-effect hydroplane designed in 1972. This monster looks horrible even with wings and without - like now - it is total 'nightmare'. But it is rather interesting and cognitive. And good confirmation of true phrase - ugly airplanes don't fly.

The most interesting fact is that the chief designer Bartini was an italian who moved to Soviet Union, but his ideas were too bold (VVA-14 is a good example), and almost none of his projects seen serial production.
