The tail livery is decent but it gets a bit bland and cluttered up front. Not as tasteful as Air Force One or even British Airways to be honest.

Well, it is not a commercial airliner and the aggro here in the UK in regards to the costs to paint this one from their dull military gray probably prevented the UK Government going full hog...
You are right, BA is better (but who guarantees it will stay the same with all these "White" European Liveries around??) and Air Force 1 is great but very historic livery... but we will learn ;-)

I remember the discussion back in the day, when Tony Blair wanted his own government aircraft, aka "Blair Force One". Here we are now, the UK finally has a VIP aircraft for the Prime Minister and Royal Family, although 13 years have passed since Tony Blair left Downing Street.

Those should be lights for night/formation flying and identification - they are also on the side of the vertical.

Correct. NVG compatible formation lights. In addition to the fuselage and vertical tail lights mentioned there are small ones just under the winglet to mark the wingtip as well.

It would have looked a lot better if the UK titles were blue (why this yellow color?) and more to the front
