Aviation Photo #5426977 McDonnell Douglas F-15C Eagle - USA - Air Force

Rock 42 coming in for an emergency landing due to a hydraulics issue with the main landing gear. This aircraft, along with Rock 41 (86-0151) had to refuel as they spent about four hours in the air during a practice scramble while this issue was resolved. Notice that the aircraft returned without its live missiles, which it had to ditch in the Pacific Ocean sometime during the emergency so that it could return safely without risking the safety of the emergency response crew.

It also has a tailhook deployed, if I'm seeing this right.

It does. It had to take the wire which is a safety precaution they take for emergency landings.
